Under current FIDE rules, any 2700+ rated player has the right to do this as long as they put the necessary finances in place to fund the staging of the match, prize monies, and the large payday that FIDE itself receives.
The challenge has been officially lodged with FIDE and we await the response from both FIDE and Kramnik.
The challenge proposes the match to take place in Sofia in April 2007, although mentions the possibility of March to keep 6 months away from mexico.
One question is what effect this would have on the Mexico tournament if Topalov should win - Kramnik only qualified for Mexico as world champion.....

♡ 20 ( +1 | -1 ) I hope Topalov can arrange a setting under which it's impossible for Kramnik to cheat. If he's able to manage that, then the rightful World champion will take his seat at the throne.
